Two toilets would be sufficient here.  In accordance with the Safety Health and Welfare at Work Regulations 1993 an adequate number of toilets must be provided and maintained in all workplaces.  Provisions should be made for separate lavatories, except where each convenience is in a separate room and the door of which is capable of being secured from inside.  The HSA guide to the 1993 Regulations state that:
