Thank you for you recent query on safety standards in factories.  This would indeed have been a breach of our Health & Safety legislation in Ireland, and Willy Wonka Ltd would potentially not only be facing a hefty fine from the Health and Safety Authority but also a civil claim from the individual who fell in.  As well as the legal implications here we must also consider the terms ‘chocolate’ and ‘hazardous’.  In accordance with our Chocoholics Anonymous Group here, it would be considered an offence that you have used the words "hazardous" and "chocolate" in the same sentence.
